Barb Van Hoy,
Barb Van Hoy was welcomed as Executive Director in 2007 after three years as Development Director for Citizens Project. Her 15 years of service in the nonprofit sector has focused primarily on resource development and spans a variety of positions including Grant Manager for the Volunteer Legal Services Program of the San Francisco Bar Association, Development Officer for Foundation and Agency Relations at Colorado College and Program Coordinator for the Chinook Fund of Denver. Her political organizing background encompasses Political Organizer for SEIU Local 250 in San Francisco, as well as environmental, civil rights and candidate campaigns from New York, NY to Lynn, MA and Denver to Colorado Springs in Colorado. Barb graduated from Metropolitan State College of Denver with a B.A. in Political Science and has served on the boards of Colorado Common Cause and Voters Network.

Kristy Milligan, Executive Director
Kristy Milligan received her BS in Journalism from the University of Colorado at Boulder and holds a Master’s of Public Administration from the University of Colorado at Denver.  She brings diverse experience in development, communications and community organizing to her position, as well as a passion for the mission of Citizens Project. She has worked and volunteered at national and international nonprofits, and most recently worked as the Director of Communications for the local Girl Scouts council.  At Citizens Project, Milligan is responsible for all facets of resource development, including fundraising and community outreach initiatives.

Beth Payne, Communications Coordinator
Beth Payne volunteers as the Communications Coordinator at Citizens Project. She has experience in fundraising, electronic communications, event planning, website maintenance, and more. A Colorado Springs native, Beth graduated with highest distinction from the University of Colorado at Colorado Springs with a BA in English. Beth currently works with adults with developmental disabilities and in property management.
